ORGANIZATIONAL SUMMARY:
The Department of Molecular Pharmacology and Physiology supports the vision and goals of USF Health and the College of Medicine. The department consists of 32 faculty members including scientists and educators, numerous postdoctoral fellows, graduate students, scientific/research staff, and a large team of administrative staff. Our researchers have expertise in systems physiology, cardiovascular diseases, respiratory dysfunction, metabolic and kidney disease, neurophysiology and neurodegenerative disorders. The goal of our research programs is to translate studies that decipher mechanisms of diseases or discover novel diagnostic/therapeutic targets into improved health care.
POSITION SUMMARY:
The Department Administrator reports to the Department Chair. This position directs all administrative activities, including fiscal, personnel, operational, facility, and services needed to support the academic missions of the Department. The position will lead the departmental team responsible for pre-award and post-award management for various types of grants, including researcher-initiated projects, institutional training programs, and pre-doctoral/postdoctoral fellowships from multiple funding agencies, including the NIH, DoD, ONR, AHA, and many other foundations and societies. The position is responsible for interpreting policies and ensuring compliance with the funding agencies, university, college of medicine, foundation and research foundation. Other responsibilities include administrative management of some, or all of the following: budgets and financial management, purchasing (purchase orders, Pcards), research grants and contracts, coordination with other units and institutes, space allocation and utilization, fiscal and administrative compliance, human capital management and search coordination.
RESPONSIBILITIES:
OPERATIONAL
Oversee the management of all department research and education missions.
Monitor and communicate to faculty and appropriate administrative team changes in NIH grant submission policies.
Ensure that all faculty and departmental research grant submissions are submitted to the Division of Sponsored Research prior to established deadlines.
Ensure that contracts and grants are implemented appropriately.
Monitor/assess departmental space and equipment to maximize efficiency.
STRATEGIC
Develop and recommend priorities and alternative strategies for the Chair to attain educational, research, and clinical collaboration objectives.
Evaluate departmental financial, human resources, facility, equipment, and administrative capabilities and needs.
Establish implementation timelines for new projects and operational systems.
Monitor and report on effectiveness and efficiency of departmental operations and provide analysis and development of departmental performance metrics.
FISCAL
Oversee the formulation, implementation, and variance monitoring of a master budget for the Department.
Develop annual all source budget in partnership with the Morsani College of Medicine, ensure budgetary compliance, and monitor and report fiscal performance relative to budget to the Department Chair.
Ensure compliance with all fiscal policies as established by USF, Foundation entities, etc. Manage all grants and contracts for the department. Serve as key liaison with Division of Sponsored Research, Research Financial Management, College of Medicine's Office of Research, and sponsoring agencies on grants submission, awards, expense tracking, tuition waivers, graduate student stipends, etc.
Provide guidance and support to Departmental faculty and staff with regards to finance, accounting, grants, management, customer service, and other Departmental operations.
ADMINISTRATIVE
Serve as the primary administrative liaison and establish/maintain effective working relationships between the Department and administrations of the University of South Florida, the Morsani College of Medicine, and other affiliated institutions outside the University.
Formulate, implement, and maintain Department and University policies related to research, training and compliance.
Serve as role model for faculty service expectations, and ensure professional behavior is demonstrated by all department staff and faculty.
Represent the Department on various USF Health, MCOM, and affiliated institutional committees.
Consult with appropriate administrative offices and legal counsel about Departmental issues.
HUMAN CAPITAL MANAGEMENT
Direct and ensure adherence to the University's policies and expectations.
Assist in the recruitment and retention of faculty.
Facilitates mediation, in collaboration with Central Human Resources and/or the Office of Faculty and Academic Affairs, for employee relations concerns.
Works with HR Business Partners to establish goals, standards, guidance, and support to programs for staff, including career development.
Oversee the academic appointment process for faculty, fellows, and students in compliance with USF policy and the appointment and management of support staff positions in compliance with employing entity policies.

POSITION QUALIFICATIONS:
MINIMUM:
This position requires a Bachelor's degree in Accounting, Finance, or Business Administration or other field directly related to the position's specific responsibilities and three years of professional business experience; OR a Master's degree and one year of professional business experience. Appropriate experience clinical operations or the department's specialty may substitute on a year for year basis for the required degree.
FLSB1310 Equivalency:
4 years of directly relevant experience may be substituted for bachelor's degree.
6 years of directly relevant experience may be substituted for master's degree.
PREFERRED:
Previous supervisory experience. Experience with research grants and contracts. Experience in higher education. Experience with university financial/administrative/reporting applications.
