Land Use Technician I/II (Finance)
The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
The Riverside County's Transportation and Land Management Agency (TLMA) has an opportunity for a Land Use Technician - Level I or Level II (Permit Technician) who will be assigned to the Plan and Check Division located at the County Administrative Center (CAC) in downtown Riverside.
The Land Use Technician I/II, under close supervision, will assist in the review of plans at the public counter to ensure compliance with uniform building codes, ordinances, and administrative orders.
Incumbents will undergo comprehensive training to develop the skills necessary for more complex and responsible assignments. This training will cover key areas, including general plan checks, building inspections, and compliance with fundamental building codes, regulations, and ordinances.
Competitive candidates will have experience in Bluebeam and the Public Land Use System (PLUS) software. Additionally, candidates will have knowledge of County Ordinances and Building Codes, and demonstrate proficiency in Microsoft Office Suite; bilingual in Spanish preferred.
The Land Use Technician I is a natural progression underfill for the Land Use Technician II. Incumbents are eligible to promote to Land Use Technician II upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.
The Land Use Technician II is the experienced working level classification in the Land Use Technician series and reports to either a supervisory or management level position. Advancement to the Senior level is obtained by competitive selection through an open recruitment.
Work Schedule:
This position follows a 9/80 schedule with daily shifts from 7:00 am to 5:00 pm.
Meet the Team!
The County of Riverside Transportation & Land Management Agency (TLMA) is the umbrella agency for several county departments which includes the Planning Department. The Planning Department is responsible forRiverside County's General Plan, a comprehensive long-range plan intended to guide the growth and development of unincorporated areas within the County. This department formulates growth management plans and zoning for the County.
EXAMPLES OF ESSENTIAL DUTIES
• Generate building permits.
• Assists in the review of proposed buildings and structures to be built, altered, moved, rehabilitated, or abated for compliance with building, plumbing, mechanical, electrical, accessibility, mobile homes, environmental codes, regulations, and ordinances.
• Conduct initial and follow-up reviews for environmental enforcement, including, but not limited to, water quality, air quality, habitat conservation, and/or building code violations.
• Provides technical assistance to and review of field situations with building inspectors.
• Assists in examining plans and specifications of residential structures to ensure compliance with codes, regulations and ordinances.
• Assists in determining the classification and occupancy groups of structures; assists in determining the type of construction allowable floor, area and height.
• Assists in clarifying and interpreting codes and regulations to developers, contractors, and the general public.
MINIMUM QUALIFICATIONS
Land Use Technician I - $53,602.57 - $73,988.64 Annually
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.
Experience: Two years of clerical or technical experience in a public works organization with exposure to land use, zoning, planning, code enforcement, title searching, building inspection, map making, surveying, or a directly related field. (Completion of undergraduate level courses from an accredited college or university may substitute for the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required experience.)
Land Use Technician II- $58,819.92 - $86,707.25 Annually
OPTION I
Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.
Experience: One year as a Land Use Technician I with the County of Riverside or an equivalent position.
OPTION II
Education: Completion of 60 semester or 90 quarter units from an accredited college or university. (Additional qualifying experience may substitute for the required education on the basis of one year of full-time experience equaling 30 semester or 45 quarter units of the required education.)
ALL OPTIONS
Knowledge of: State laws and municipal and County ordinances governing land use and zoning; the elements of planning and zoning theory.
Ability to: Read, interpret and research laws, rules and regulations; read legal documents and interpret legal descriptions; read maps, architectural drawings and interpret building plans; establish and maintain effective working relationships; prepare clear, concise and accurate reports; maintain files; speak and write effectively.
Other Requirements
License: Possession of a valid California Driver's License may be required.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
