Director, Small Bus Procurement (Finance)

Job Summary
Under the direction of the Vice President of Procurement, this position is responsible for developing, implementing, and managing TriWest's small business subcontracting program. The Director will be responsible for working with departments in the development, implementation, and evaluation of solicitating and utilizing small businesses related to procurement and contracting; will be responsible for ensuring that the organization complies with all Small Business Administration (SBA) regulations and federal guidelines related to small business participation; and will lead initiatives to meet federal small business goals, drive outreach, foster relationships with small business vendors.
Education & Experience
Required:
• Bachelor's Degree in Procurement and Supply Chain Management, Business Administration, Finance, or related field or equivalent experience
• U.S. Citizenship
• Must be able to receive a favorable Interim and adjudicated final Department of Defense (DoD) background investigation
• 7+ years in procurement or government contracting operations
• 3+ years of experience in administering small business program, managing procurement or government contracting operations, or related experience
• Management level experience in managing small business programs, under federal contracts
• Management level experience in managing people, teams, processes, and systems to meet operational goals and performance metrics
Preferred:
• Master's Degree in Procurement and Supply Chain Management, Business Administration, Finance, or related field or equivalent experience
• 5+ years of experience management experience in administering small business program, managing procurement or government contracting operations, or related experience
• Knowledge of FAR and DFARS regulations as well as deep understanding of Small Business Administration (SBA) regulations and federal guidelines related to small business procurement, including knowledge of the FAR and small business contracting goals, including in-depth knowledge of SBA programs, including 8(a), HUBZone, WOSB, SDVOSB, and other small business set-aside categories
• Strong understanding of supplier diversity principles and the ability to implement programs that encourage small business engagement
• Actively participated in successful outcome of a DCMA Small Business Program Review
Key Responsibilities
• Ensures TriWest's contractual requirements related to meeting small business subcontracting goals are achieved by overseeing the process, developing sourcing strategies, and reporting on the utilization of small business subcontractors.
• Serves as subject matter expert and participant in internal projects and discussions aimed at improving departmental efficiencies and developing solutions to business problems.
• Oversees development of individual small business subcontracting plans in accordance with contractual requirements and FAR 52.219-9.
• Ensures all small business subcontracting plan reporting is conducted accurately and timely.
• Establishes key performance indicators (KPIs) for small business procurement, such as supplier diversity percentages, compliance rates, and procurement ROI.
• Identifies opportunities for sourcing small business subcontractors for all procurement types.
• Acts as an advisor to executive management, performs research and analysis as it relates to maximizing opportunities for all small businesses.
• Analyzes and reports small business data to identify trends, demographics, recommendations on staffing resources, recruitment challenges, training strategies and other related statistics to assist in identifying efforts to increase small business utilization.
• Develops cohesive business strategy with TriWest's organizational leaders to ensure timely coordination and accuracy for procured goods and services, in accordance with Federal Acquisition Regulations (FAR) and procurement policies.
• Leads a team of small business SMEs, assigns work to subordinate staff commensurate with their qualifications and existing workload; reviews the work of staff to ensure compliance with applicable laws, policies and procedures.
• Interacts frequently with TriWest's leaders to solve business problems.
• Establishes and enforces procurement policies and best practices to maintain compliance with regulatory and ethical standards.
• Identifies professional development opportunities for team members to enhance skills in small business sourcing and procurement.
• Serves as a key liaison for government auditors and review teams.
• Attends small business conferences and events and maximizes opportunities for small business outreach.
• Tracks, analyzes, and provides required reports on small business procurement performance, ensuring the organization's compliance goals are aligned with federal requirements.

*Annual base salary for Colorado, Hawaii, Illinois, Minnesota, Washington D.C. and Washington State residents: $170,000 - $189,000 depending on experience*
