Pipeliner - Sacramento (Finance)
Primary purpose:
• The primary purpose of a Pipeliner is to perform preventive maintenance and upgrading of pipeline and pipeline facilities, usually as a member of a crew, and to respond to emergency repairs in order to minimize down time and throughput loss.
Essential duties and responsibilities:
• Installs sleeves or clock springs on damaged or corroded pipe, and performs general maintenance of the pipelines, including pipe fitting and equipment relocation, hot tapping, setting and removing plugs from TORs (Thread O-Rings), cold cutting, coating repairs and monitoring atmosphere using a company provided air monitor.
• Prepares shoring as necessary in the preparation of ditches. May be required to operate skip loader and/or backhoe in order to dig ditches.
• May be required to operate concrete saw, jack hammers, tamping equipment, skip loader and/or bobcats in order to clean up areas, and fork lifts to unload equipment/materials from freight trucks, etc.
• Will need to follow company procedures to enter confined space entry and be able to perform necessary work in confined spaces.
• Physically checks out requests related to underground service alerts (referred to as USA in California and Blue Stake Requests in Arizona for example) to determine if Company property or Right-of-Way is affected. Schedules and performs line crossings called in by phone and performs manual labor required in Right-of-Way clearance. Inspects exposed piping during line crossings to determine adequacy of protective coating. Required to complete necessary PIR (Pipeline Inspection Repair) and PIP (Pipeline Inspection Pothole) reports online.
• Performs as welder helper when necessary.
• Cleans, clears vegetation around company assets and paints mainline block valves, facilities at tank farms, booster stations and Region offices.
• Maintains Company assigned Purchase card, Wex card and Travel and Entertainment card in good standing.
• Consistently maintain and demonstrate a high regard for personal safety, for the safety of company assets and employees, and the general public.
OTHER DUTIES:
• Installs line marker; cleans, buffs, and recoats pipe.
• Repairs equipment at tank farms, booster stations and region offices.
• Maintains roadways and fences in tank farms and booster stations.
• Performs housekeeping tasks including sandblasting, painting, carpentry, and concrete work
• Performs other related duties as assigned.
Position Requirements
Minimum requirements:
Education:
• High school diploma or equivalent preferred.
Experience / Specific Knowledge:
• This is an entry level field position. Basic knowledge of pipeline construction and general mechanical and electrical maintenance preferred.
• Work is very manual labor intensive and involves repetitive standing, stooping, bending, squatting, walking, and lifting of weights up to 50 pounds unassisted and assistance should be sought for weight in excess of that amount. Climbing in and out of trenches, climbing tanks, working around heavy equipment, negotiating rough terrain, areas of loose rock, and working in confined spaces is required. Relies on senses of smell, hearing, and sight to identify and evaluate irregularities and malfunctions.
• Advancement from one step level to the next is based on minimum time requirements, as well as meeting and maintaining satisfactory job performance standards.
o Pipeliner Entry Level - New hire; Works under close supervision; must learn the basics and pass required Operator Qualifications (OQs) within acceptable timeframe, as determined by facility management.
o Pipeliner Level 1 - passed OQs and has ability to perform basic job duties without supervision.
o Pipeliner Level 2 - at least one year performing satisfactorily at Level 1 or equivalent experience; can consistently perform all job duties; understands and adheres to all standard operating procedures; is knowledgeable regarding the facility and all incoming/outgoing lines, pumps and valves; works with moderate direction.
o Pipeliner Level 3 - at least one year performing satisfactorily at Level 2 or equivalent experience; can work with minimal direction; has demonstrated sound judgment in carrying out all job responsibilities and continues to successfully perform all job duties; has the ability to analyze problems and develop sound recommendations for resolution.
o Pipeliner Level 4 - at least two years performing satisfactorily at Level 3 or equivalent experience; provides self-direction; has shown continuous improvement in ability to perform duties, troubleshoots problems, demonstrates leadership skills, promotes teamwork, contributes ideas and recommendations for generating and implementing new ideas/procedures/processes and serves as a trainer or mentor for less experienced Pipeliners.
o Pipeliner Level 5 - at least three years performing satisfactorily at Level 4; has maintained a consistent and high level of performance by meeting or exceeding all job performance standards and expectations; is considered a 'subject matter expert' in regards to the Pipeliner position; has the ability to work independently and use sound judgment, as well as the ability to work in a team and promote cooperation; sets a positive example for all and represents KM in a professional manner at all times.
Certification, licenses, registrations:
• A satisfactory driving record as determined by the Company and a current, valid State driver's license are required.
• If applicable to the work location, satisfactorily obtaining or already possessing a Transportation Worker Identification Credential (TWIC) card is a condition of employment. TWIC card is obtained by submitting an application, background check, and having fingerprints taken.

• Basic computer proficiency in Microsoft applications (i.e., Word, Excel, PowerPoint, and Outlook) is necessary in order to interface with company communication systems.
• Strong verbal and written communications skills are required. Must be able to read and comprehend written documents, instructions and directions, as well as be able to accurately pass on information and instructions to co-workers.
• Must be accountable and take direction from Managers; keep required work schedules, which include regular and predictable job attendance; focus attention on details; follow work rules.
• Must be able to pass Operator Qualification requirements (OQ).
• Organizational skills and the ability to prioritize tasks are essential.

• In order to meet the various maintenance and general operational requirements, a mechanical aptitude is necessary
Physical demands:
• Employee must be physically capable of completing and satisfying all training requirements as stipulated by local, state or federal agencies and/or Company Policy.
• Requires stamina in order to work extended, consecutive hours which may be up to 24 hours or longer.
• Field work may involve exposure to snakes, flying and crawling insects, extreme temperatures ranging from 20*F to 120*F, rough terrain, dusty conditions, and loud noises primarily from equipment motor and extended sun exposure.
• Perform physical labor in a variety of extreme climactic conditions, including walking, bending, stooping, climbing tanks, digging, lifting and general manual labor.
• Frequently may walk up to 5 - 10 miles in a day, including through brush and rugged terrain in temperatures that can range from 20 to 120 F.

Working Conditions:
• Job entails call-outs on a 24-hour emergency basis and an ability to work long hours, weekends, nights and holidays, when required.
• Must carry a cell phone and respond to calls/pages in a timely manner 24/7.
• Overtime required and extended work hours in cases of emergencies.
• Depending upon location, extended travel on weekly basis may be required in order to complete duties at all assignment areas. Overnight travel could average 1 - 20 nights per month.
• Must be willing and able to travel via personal vehicle and/or Company vehicle, as well as commercial airlines, as needed. Employee must be willing and able to cover travel expenses and is reimbursed upon submittal of approved expense reports.
• May be required to work alone (unsupervised).
• Exposure to smells and vapor associated with refined petroleum products.
• Climatic conditions are determined by location assignment and may include severe seasonal changes including both winter conditions with frequent snow or extreme summer heat and sun, depending upon geographic location.

Preferred education, experience, certifications, competencies, skills, and abilities:
Above the minimum requirement; not required but advantageous in this position:
• Knowledge and experience working with construction contractors is preferred.
• Experience in pipeline inspection is preferred.
• Experience with petroleum storage and dispensing operations is preferred.
• Pipeline hydraulics experience desired.
• Prior experience requiring mechanical aptitude and skill is a plus.
• Basic knowledge of cathodic protection.
• Knowledge of piping, valves and pressures.
• Knowledge of pipeline operations.
• Experience with storage tank operations, including inspections, alarms and sampling.
• Experience with light maintenance (mechanical, electric, electronic).

Pay range: $28.00 - $41.00 per hour. This position includes a discretionary annual incentive plan. Job level and pay commensurate with experience and skill set.
