Location: Must be located in the US East Region The person in this position will be responsible for monitoring, training, implementing, and ensuring compliance with Safety, Health, and Environmental (SHE) regulatory requirements of OSHA Federal and State General and Construction Industry regulations, EPA, local and state safety regulations, and Linde internal standards. Job Overview: Collaborate with all levels of management to identify and correct potential safety and health hazards and environmental situations. Also, provide compliance assurance from a strategic and tactical standpoint to the Business. Ensure the implementation of safe and environmentally compliant standard work practices. Assure compliance with organizational and government environmental, health and safety standards. Monitor organizational environmental, safety and health performance, and provides employee safety, health and environmental training and compliance tools. Scope: This Safety professional position applies advanced safety, health, and environmental knowledge to ensure zero injuries, incidents, and environmental events throughout the East Region. Focus areas include: (a) personnel safety at plants and construction projects, (b) operational process safety, (c) distribution safety and (d) environmental safety. This position has the responsibility to protect the health and safety of all company employees, as well as the surrounding communities and environments in which the company operates. Provides leadership, guidance, and assistance in the prevention/control of accidents and incidents. Responsibilities: - Set and communicate the SHE Strategic direction for the East Region Linde Business to ensure strong safety and compliance performance. - Communicate Annual LGUS SH&E Plan expectations to RVP and Operations Director - Drive implementation of the Annual LGUS SHE Plan at East Region locations. - Develops, communicates, and implements procedure enhancements to prevent potential injuries, and incidents to meet changing industry practices and safety performance. - Understand and communicate the potential impact on safety performance from human factors, behaviors, and risk tolerance. - Facilitate accident investigations including Root Cause Analysis for injuries/illnesses/key incidents and process safety events. Ensure all investigation team members are properly trained based on internal and regulatory requirements. - Knowledge and understanding of the Department of Homeland Security (DHS) Chemical Facility Anti-terrorism standards (CFATS) related to chemical vulnerability information (CVI) and facility chemical top screens. - Agency interface for regulatory agencies such as OSHA, EPA, DHS, and TRRC. Resolve all issues related to regulatory compliance and/or permitting. - Provide regulatory interpretation of OSHA 29 CFR 1910 General Industry and 29 CFR 1926 Construction. - Provide interpretation on internal safety procedures to ensure compliance. - As required, provide work process review and signature approval for safe execution of hazardous work (for example reclassification of a confined space). - Manage regional near miss reporting process. - Analyze injury, incident, and near miss trends, develop, and implement response actions for region operations. - Develop communications to share learnings for all incidents. - Ensures proper case management and reporting for all injuries. - Provide 24-hour notification to corporate for Tier 1, Tier 2, and LWC events. - Interface with Linde Corporate SHE and Linde Engineering & Construction on SHE related issues. - Develop SHE department budget, track and ensures budget is met. - Manage, lead, and mentor staff of regional SHE Field Specialists. Qualifications - Bachelor's degree in engineering or other related technical discipline/ or 15 years relevant SHE experiences in the refining or chemical industry. - 10 years of experience in a senior/or middle management operational leadership role. - 5 years of experience directly managing employee & team performance in an operational role. - CSP or ability to achieve the CSP within 3 years. - Experience managing relationships and negotiating directly with regulatory agencies preferred. - Demonstrated knowledge and proficiency in all areas of safety, health, and environmental. - Strong communication and organization skills - Strong presentation skills - Ability to work with all levels of the organization, be customer focused, set positive example and drive change. - Regional overnight travel required up to 30%. - This position performs field and job-related safety, health and environmental inspections/audits that requires traversing uneven surfaces, climbing ladders, climbing stairs, and moderate lifting up to 45 pounds.
