Senior Capture Manager (Finance)

Description

Qualis Corporation is seeking a senior capture manager experienced with defense industry BD and capture processes. The candidate for this position will identify and pursue profitable growth opportunities across Qualis business units. A successful candidate must be able to operate in a fast-paced environment where they are responsible for management and execution of the full capture life cycle across multiple simultaneous pursuits and proposals with DoD customers. The candidate must be able to understand and articulate technical concepts in order to lead capture efforts. The candidate will be expected to interface at all levels both internally and externally and should have demonstrated experience briefing senior DoD leaders.

Essential Functions:

• Experience with pipeline development and pipeline management
• Leading technology focused proposal development teams
• Winning proposals
• Managing proposal costs/schedules
• Identifying and developing new business with Government customers
• Support technical proposal writing
• Mentoring other capture, BD and/or operations professionals
• Develop value propositions through program strategies, supporting business cases and project plans and develop early win strategies and evolve the strategy throughout the capture lifecycle

Requirements

Minimum Requirements:

• Bachelor's degree in engineering, business or technical field with 25 years of experience
• An established network of industry partners and Government customer stakeholders
• Experience building teams for complex pursuits
• A proven history and orientation towards solving rather than solely identifying problem areas is a preferred characteristic of the ideal candidate - Strategic thinking - Understands "big picture" from technological and business case perspectives
• Excellent verbal and written skills necessary to clearly articulate technology development and strategies to both internal and external organizations
• Experience with Army programs, Air Force Programs, and NASA
• Knowledge of Department of Defense, RDT&E Community

• Experience with federal government budgets, investments and acquisition processes.

• Demonstrable understanding of all contract types (non-IDIQ, IDIQ - single or multiple award contracts), as well as payment types (e.g., FFP, T&M, cost plus)
• Experience with systems engineering principles and proposal processes
• Ability to travel, as necessary in support of the capture, up to 40% per month
• Ability to use automated tools such as Microsoft Office to present ideas, information, and reports

Preferred Qualifications:

• BS in a STEM related field, MBA or other master's degree preferred
