The County of Riverside's Riverside University Health System - Public Health is seeking a highly skilled and proactive IT Communications Analyst II to join its team located in Riverside , responsible for ensuring the reliability, performance, and security of the organization's network infrastructure .
Key responsibilities for this position include the design, configuration, and ongoing maintenance of the hospital's network infrastructure, including routers, switches, firewalls, and wireless devices. The IT Communications Analyst II will be instrumental in ensuring the network remains robust, secure, and optimized to meet the hospital's evolving needs. This individual will manage firewalls, ensuring the implementation of effective security measures and performing ongoing maintenance to safeguard against potential threats. The role also involves utilizing advanced monitoring tools to continuously assess network performance, identify potential issues, and proactively address them before they impact hospital operations.
In addition to network monitoring and maintenance, the IT Communications Analyst II will be expected to troubleshoot and resolve network-related issues swiftly and effectively, minimizing downtime and ensuring the uninterrupted flow of communication and critical data. The individual will implement and manage various security tools to ensure the protection of the network from emerging threats. Maintaining thorough documentation of network configurations, issues, and resolutions will also be essential to ensure consistency and accountability in network operations.
To succeed in this role, the candidate must have substantial hands-on experience in network engineering, with proficiency in routing, switching, and firewall management. Experience with wireless management and troubleshooting is highly desired. Proficiency in using network monitoring tools, especially SolarWinds, is essential. A strong understanding of network security principles and tools is required, along with practical knowledge of firewall management, particularly with Palo Alto and Cisco systems. Familiarity with network switches and routing is also important. While experience in a healthcare environment is not mandatory, it is strongly preferred, as it provides valuable insight into the unique challenges and technical requirements of medical IT systems.
The ideal candidate will possess extensive experience in network engineering, with a focus on routing, switching, firewall management, and wireless technologies. This role requires hands-on expertise in designing, configuring, and maintaining network systems that support hospital operations while adhering to the highest standards of security and performance.
EXAMPLES OF ESSENTIAL DUTIES
• Design, analyze, and define communication requirements and network infrastructure based on evaluation of work processes, customer requirements, available and emerging technology, and cost and benefit analysis.
• Monitor, coordinate, and control network and remote access; monitor network components, on-line applications, and network connectivity; track and analyze problems and resolutions.
• Develop and maintain communication system security and firewall requirements based on County standards and department needs.
• Make recommendations for infrastructure enhancements to gain efficiency and technological advantage; consult with users in planning for future needs and maintaining awareness of best practices and emerging technology.
• Measure network resource availability, performance, and capacity on a scheduled basis.
• Develop strategic plans for operation and growth of the telecommunication system.
• Troubleshoot system failures, performance deficiencies, and circuit and wiring issues.
• Install, configure, and maintain network hubs, switches, and routers.
• Research, evaluate, test, and recommend products, product versions and services to meet future business needs; research and prepare input to technology marketing strategy and rate development.
• Coordinate communication interfaces with federal, state, and local agencies and vendors.
• Establish technical hardware and software standards based on analysis of system performance, integration needs, current and emerging technology, and cost and benefit analysis.
MINIMUM QUALIFICATIONS
Education: Completion of 30 semester or 45 quarter units from an accredited college or university, preferably with course work in computer science, computer information systems, data processing, information management, or a related field to the assignment. (Additional qualifying IT job-related experience may substitute for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience).
Experience: Two years of hands-on experience in network engineering, including routing, switching, and firewall management, preferably with the County of Riverside.
Other Requirements:
License: Possession of a valid California Driver's License is required as the incumbent will need visit various sites throughout the week.
Physical Requirements: Loading and installing equipment in racks.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
